KHSAA's WBGT guidance is written for contests rather than practices: four bands, per-sport adjustments, and one hard stop. Its measurement rule is the bluntest on this site, but it reaches four sports and no others — football may not use an off-site reading at all, and cross country, field hockey and soccer get the same rule as a strong recommendation.

Every band below the stop level also calls for the WBGT to be re-checked every 30 minutes to catch a move into the next band.
The source adds sport-specific alterations on top of these — football carries the strictest measurement rule, soccer and field hockey add referee hydration breaks, and cross country adds hydration stations plus a check before the first call of each race on multi-race days. This table carries only the all-sports column; read the source for your sport.
The table stops at 82.2°F and KHSAA prints nothing below it. That blank is not a clearance — it means the document offers no contest alteration down there, not that the association looked lower and found nothing worth saying. Below the table, fall back to general heat guidance and your own judgment.
In most sports the rule is a strong recommendation, and it sits in the sport-specific rows rather than the all-sports column: "It is strongly recommended that the WBGT be measured only at the competition or practice site."
The same rows go further, though still in the language of recommendation: "The measurement should not be considered valid if taken off of the main school campus if the venue is on the school campus, or off property from the competition venue for non-campus venues."
Football is the exception, and it is unconditional — "must", and nothing permitted in its place: "The WBGT measurement must be taken at the competition site with no off-site measurement permitted." It repeats in every band below the stop level.
So for football a forecast cannot be the reading at all, and for the other sports KHSAA recommends against it in about as strong a form as a recommendation takes. Plan with this site; measure at the venue.
KHSAA publishes four contest-alteration bands, not a five-flag practice ladder, and its actions are written per sport rather than per band. Mapping four bands onto this site's five flags would invent a band KHSAA never published, so Kentucky renders as its own table and the forecast tool falls back to the general NATA guideline. Read the table above for Kentucky; use the flags only to plan.
